Delaware County Awards a Contract to Implement an Electronic Court Case Management System to AMCAD

Media, Pennsylvania, April, 2011 – Delaware County announced today that American Cadastre, LLC (dba AMCAD®) was awarded a contract for the implementation of an electronic court case management system (AiCMS).  AMCAD was selected over nine other vendors by the County. 

Delaware County, with a population of 558,979, is the fifth most populous county in Pennsylvania.    The county was established in 1789 and named for the Delaware River. The Common Pleas Court has a staff of over 200 people and handles over 15,000 cases per year. 

“AMCAD’s integrated case management and web portal system featuring e-filing and e-commerce, when installed and operational will provide the taxpayers of Delaware County with a state-of-the-art paper-on-demand system, using the latest technology, to provide better customer service to the citizens of the county,” said Court Administrator Gerald Montella. 

Additionally County Council Vice Chairman Christine Fizzano Cannon stated “The electronic filing of court documents greatly improves the efficiency and accuracy of the data as filings move from the attorneys and parties involved, through the OJS and Court Administration offices, to the Court and finally to a resolution, this use of technology will really improve the process for all parties.”

AMCAD’s AiCMS system will automate the Civil and Family Court operation, including case management, financial processing, scheduling, role-defined dashboards and document management.  Additionally, the new system will include a web portal incorporating e-filing, that will provide the capability to electronically file documents and access records via the web, a process that will serve the practicing members of the Bar and provide more ready access to Court records for members of the public.  AiCMS also improves staff productivity and accountability, and further streamlines office workflow by sharing information throughout the Clerk’s operations.  The AiCMS system utilizes the latest Microsoft .NET technology, providing the court the ability to protect its investment in technology.  The solution allows for remote access for the public to view case and calendar information.  This unique access, provided only by AMCAD, saves thousands of manual work hours per year.  The AMCAD project will be implemented in  Delaware County over the next 15 months.

The Office of Judicial Support director informed the council that the current record keeping is done by stacks of files and huge ledgers that can weigh anywhere between 20 to 40 pounds, and the new system will remove that entire process by providing electronic access to the case file ledger.
